Police in Agona Swedru in the Central Region; have arrested a forty-seven year old man, who Dr. Sam Caesar Twumson for forging fake certificates for admission into tertiary institutions.

The man, who was first arrested by the Winneba Police Command in collaboration with the Takoradi Police on March 28 2015, was recaptured in Agona Swedru after the police filed fresh charges.

According to the police, the previous charges against the suspect and a woman who was initially considered as an accomplice were wrong.

Swedru Divisional Police Commander, Chief supt. Ahmed Issa Yakubu told journalists on Monday, that somewhere in February 2015, the suspect, whose job is to manipulate certificates for applicants to gain admissions into tertiary institutions, ended up blackmailing a woman who couldn’t pay for the services he rendered.

According to Chief supt. Ahmed Issa Yakubu, “the basis for the man’s arrest is that, the man is someone I will describe as a serious fraudster because has not only defrauded the universities but he uses WAEC certificates as his tool.

He has in his computer, a software by which he is able to change names and pictures on certificates, and then replaces them with fake ones before he applies for protocol admissions for them.

In this case, he did that for at least three girls from the letter he wrote to the university applying for protocol for them”.

He continued “one of the girls was charged 3,500 cedis but couldn’t pay fully after paying just 1,500 cedis. The man in February 2014; decided that the girl becomes his fiancée since she couldn’t pay the amount and the girl agreed because she had no alternative.

After dating for a year, the lady who repented in church decided not to keep the relationship anymore”. According to Chief supt.

Yakubu, it was at this point that the man threatened to expose the girl’s manipulated result to the University of Education Winneba, which he did by writing an anonymous letter to threaten the school.

He was later found out and arrested.

Chief supt. Ahmed Issa Yakubu says his arrest as necessary because “his case was not properly investigated and the charges brought against him too were not proper.

He was charged together with the lady for conspiracy to commit forgery of a document, and the lady was again charged for possessing false document and the man was charged with forgery of that document. But we said that; if the proper thing is to be done, the lady is not supposed to be charged because if you look at the charge of conspiracy, we cannot prove where they acted together so conspiracy will not hold against the lady”.

“Then on the charge of possessing false document, the lady does not have any false document in her possession because that document is with the University of Education Winneba, so how can we charge the girl for possession of that false document?

It’s a flaw; and that is why we want to do the right thing by withdrawing the case for proper investigations to be done before it is sent back to the court”.

The suspect is to be arraigned before the Cape Coast Circuit 2 on Wednesday October 21.
